Bug on Route 6 Empty Bug on Route 6

When entering route 6 from Rochfale town before resolving the Quest with the speaking pokemon, there is an owten standing in front of the first stairs. if you run into its back (coming from left) you cannot move or interact with it and you have to restart the game.
