Is Glaslug only available on Route 8?

Been at it all day trying to find one. Vinoville and Route 8 are already locked. The wiki says it can also be found on route 1, MAYBE routes 7 & 16, but so far haven't had any luck with any of the places. Any help?

You can find it on route 1 in that pond towards the end. That's were I found mine

Good rod cause the super rod isn't avaible in the game yet.
