How does this particular function work?

I mean when other people click ranked battle do they have a chance to find my trainer?

How do I chose the pokemon they have?

What does Team Level mean?

Basically you battle one of the trainers stored on the server.

If you store it on the server...

They have whatever pokemon whoever made the trainer had on them at the time.

Basically Team Level is your average level rounded down to the nearest tens, I think.

Are there even trainers with level 10?

Probably not, for obvious reasons.
