Can someone help me get Uproar and Gamma Ray on my Nucleon?

I recently (as of a few hours ago) evolved my Eevee into a Nucleon, sadly I am not very far in the game and do not possess the proper shards and such to get him a proper move set. Is anyone out there that could possibly help me teach it Uproar and take it to the Move Releaner to have it remember Gamma Ray? If you can please help? I don't have much to trade but I would be willing to work out a deal. I have a bunch of nuclear Pokemon that I would offer as payment for help

I can get you Gamma Ray but I have no clue where the Uproar tutor is.
