At the entrance to the city you can ride your bike on the water in small spot, if you go down the very far left part of the stairs you can ride on the water, you can only go down two blocks and go to the left until the mast of the little boat.

Yeah this has been a thing for a while. It's not high on their list of fixes since it's not really an issue.
