Where is the fang move tutor?

On the Pokemon Uranium Wiki, it states that the "fang specialist" is found in comet cave after learning strength, however, I cannot find him. I found the fossils and I moved the boulders that Terlard caused to drop, but he's nowhere to be found. If anybody knows of his location, please let me know. Thanks!

I think he's located in one of the last two cities of 4.0.

The fang specialist is currently in the last city in 4.0, but he is also bugged and doesn't teach the proper moves.

He's in Snowbank Town. I don't think he works quite right though, we'll try to fix it for 4.1.
