So I know in the official games there's an NPC that let's you learn forgotten moves for heart scales or Tiny Mushrooms, but this has been a serious issue for me and some of my pokemon choices. Is there one in this game?

Also is there any way currently to breed Wish onto Eevee in this version? Togepi isn't in this version to get wish from, and as far as I can tell none of the fakemon have Wish.

There's someone in Vensei city! But they need Heart Scales, I don't know where any are in this game however.
