You can evolve it any level you want. However, it doesn't learn any new moves after doing so, so you may want to look at Misdreavus' wiki page and see what moves you want.

mine doesnt evolve while leveling up with a dusk stone, its lvl 40 now

you have to use the Dusk stone, not give it

I just want to point this out but the Shiny Misdreavus dose not look even slightly off color to a normal Misdreavus. Now I have a feeling you need to keep the real pokemon like the real games but even their's have the beads off color. I spent half an hour looking at them and saw no different.

The developers haven't implemented all the shiny sprites yet. They'll have the proper color once the sprites are put in the game, even for those already owned by players.

Shinies can be found ingame and several have been distributed as events. It's just that if the specific sprite hasn't been programmed in yet, they'll appear as the normal-colored version of that Pokemon. When an update puts in the shiny sprite (and I believe 4.1 will have a few new ones), it'll change to the proper coloration.

Exactly, there will be the red start next ot their name and also the entering battle shiny effect.

They are in the game, Lia. Here is a good example of a shiny I caught yesterday. Notice the red star at the left and the color sprite. Some of the pokemon in the game don't have that color difference, but you can tell if it is a shiny by that same star.

Patience. You may find one while training or playing through the main story. I founded that shiny sponee through training. I have two gym badges and most of my pokemon are level 31-32.

When it comes to Shiny Pokemon, all it is is basically luck... and patience. After all, the odds of finding one are pretty slim, less than 1 in 8000! But don't worry -- there are other ways to get them too, for instance via Mystery Gift or by trading on the GTS!
