I have Selkid at level 48 with the scoothe bell but not evolved, how do you increase the happiness of Selkid?

Keep the soothe bell on it and make sure you use Selkid often in battle and have it win plenty of times. Don't quote me on this but I think you can raise it's happiness at the groomer in venesi?

TheWretched_Spawn is completely right, but you can still put a Soothe Bell on it and walk around the game, like if you are hatching an egg. If I'm not wrong, each 258 steps grant you 1 point in happiness.

There is a way to see the happiness of pokémon?

Somewhere there's a granny in the game who says how happy your PKMN are. Try that out.

The lovely grooming in Bealbeach in the hotel also helps a lot.
