To get Seikamatar, do you need to make your pokemon hold Royal Jelly until it evolves, or can you give it the Royal Jelly at lvl 44(after using the exp share), level it up, then it will evolve?

I did it as you said. Gave him exp share until 44 (and a half), switched item to Royal Jelly and made it to 45.
