Frosulo in route 16?

the wiki says frosulo has a 15% encounter, I have searched for quite some time still haven't found one. did this change?

No I don't think so. You should be able to find his pre-evolution, Colarva really easily if you are having a lot of trouble with Frosulo.

It wasn't me who put these encounter rates on the wikia (only I have access to them) so they are most likely guesses. A Frosulo is 4% chance I think.

Ah. A large chunk of wiki rates I'd guess can border on inaccurate. I mainly say this because the first evo of the firebird line (forgot the first name) was said to have a 65% chance, when it took me many tries to encounter it
